20.01.2027Regulation (EU) 2023/1230 · from 20 January 2027

The digital file for every serial number

From 20 January 2027, machinery placed on the EU market must comply with the new Machinery Regulation. Instructions for use may be supplied digitally, but under precise conditions: access from the machine, an archive for years, a paper copy on request.

TARGA composes the right manual for the configuration of each serial number, translates it with human review, publishes it immutably and makes it reachable through a QR code on the nameplate.

The problem

Many models, many variants, many languages

At machinery SMEs the manual is often one Word or InDesign file per variant, translated from scratch at every revision. It is hard to know which manual and which software a serial number delivered three years ago actually has.
  • 01Manuals duplicated per variant and often out of sync
  • 02Expensive, slow translations redone at every change
  • 03No record of what was delivered with each serial number
  • 04Declarations and documentation to update to the Regulation

How it works

From the configurator to the QR on the nameplate, in four steps

The configuration of the serial number comes from your configurator, your ERP or a CSV file. TARGA assembles the manual, has it translated and reviewed and publishes the public page of the serial number.
  1. 1

    The serial number arrives

Model, options, languages, markets and date of placing on the market arrive from the configurator, the ERP or a CSV file.

    API · CSV · manual

  2. 2

    The manual composes itself

TARGA assembles the blocks that apply to that configuration. Warnings, procedures and technical data are written once.

  3. 3

    Translated and reviewed

AI translation with your glossary and checks on numbers, units and signal words. Nothing is published until a person approves it.

  4. 4

Published, with a QR on the nameplate

The published version is immutable and has its own SHA-256 fingerprint. You print the label with the QR code that opens the page of that serial number.

Who it is for

One file, three people who use it every day

From the engineering office to shipping to the person using the machine on the shop floor: each sees only what they need.
Engineering and quality

Write once, compose for every variant

For whoever writes the manuals and is responsible for the documentation: clear rules, no document changed behind your back.

  • Reusable blocks with applicability conditions per variant
  • Preview of the manual for any configuration
  • AI translations with glossary and segment-by-segment review
  • Audit log and export for inspections
Production and shipping

Serial number, label, shipment

For whoever creates serial numbers and prints labels on the shop floor: few screens, no manual to look for.

  • Serial numbers from the configurator or ERP via API, or from CSV
  • Row-by-row error report and repeatable imports without duplicates
  • Label PDFs with QR code, readable address and serial number
  • Paper copy requests sorted by their 30-day deadline
End user

Scan the QR, find the machine

For whoever uses the machine, in the workshop and on a phone: the right instructions, in their language, in one tap.

  1. 1

    QR on the nameplate

Every serial number has a stable address and a QR code to print on the nameplate, the packaging or an accompanying document.

  2. 2

The page of that serial number

Scanning the QR opens the page of that exact machine, with the manual composed for its configuration, not a generic one.

  3. 3

In the languages of its markets

The language follows the browser, with a manual selector. The page says whether it shows the original instructions or a translation.

  4. 4

    Declaration and software

The digital EU declaration of conformity and the history of the installed software can be downloaded from the same page.

  5. 5

    Paper copy on request

The buyer can request a paper copy through a form. You receive the request with its deadline and reminders.

Features

The whole file, serial number by serial number

Designed for the engineering office of an SME: few screens, clear rules, no document changed behind your back.

Reusable blocks and variants

Write warnings, procedures and technical data once. Each block has its applicability conditions and the manual is composed for the configuration of the serial number.

AI translations with human review

Machine translation with your glossary and checks on numbers, units and signal words. Nothing is published until a person has approved every segment.

Immutable publication

A published document is never edited again. Each version has a SHA-256 fingerprint and a correction creates a new version, with visible history.

Archive for at least 10 years

Published versions stay online for the expected lifetime of the machine and in any case for at least 10 years after placing on the market.

Paper requests with deadlines

Public form for paper copies, list sorted by the 30-day deadline, traffic light and email reminders.

Export for inspections

A ZIP archive per serial number or per model with documents, declarations, software history, audit log and a manifest with fingerprints.

Audit log

Publications, approvals and changes go into an append-only log chained with fingerprints: who did what, and when.

Import from configurator or API

Serial numbers arrive from your configurator or ERP via API, or from a CSV file, with a row-by-row error report.

Your CE consultant can manage your workspace from their partner area, with their own brand on the public pages.

What the Regulation says

Digital instructions: the conditions

According to the sources we consulted, Regulation (EU) 2023/1230 allows digital instructions under these conditions. This is a summary: always check the official text on EUR-Lex and with your consultant.

You stay responsible

TARGA is a tool: it does not make machines compliant and does not provide CE consultancy.

  1. 01Instructions for use may be supplied in digital form: it is an option, not an obligation.
  2. 02The machine, its packaging or an accompanying document must indicate how to access the digital instructions, for example with a QR code or a web address.
  3. 03The format must allow the instructions to be viewed, downloaded, saved and printed.
  4. 04The instructions must stay available online for the expected lifetime of the machine and in any case for at least 10 years after placing on the market.
  5. 05If the buyer asks for them on paper at the time of purchase, they must be supplied free of charge within one month.
  6. 06If the machine may also be used by non-professional users, the essential safety information must be supplied on paper anyway.
  7. 07The EU declaration of conformity may also be supplied in digital form.

Frequently asked questions

Frequently asked questions

More questions? Write to us.

Are digital instructions mandatory from 2027?

No. The Regulation allows them to be supplied digitally, under certain conditions. The obligation that concerns everyone is to update declarations and documentation to the Regulation for machinery placed on the market from 20 January 2027. TARGA helps in both cases: you can also print the generated PDFs.

Does TARGA make my machines compliant?

No. Compliance remains the manufacturer's responsibility. TARGA is a tool to write, translate, publish and keep documentation in an orderly and traceable way. It does not provide legal or CE advice: for that, talk to your consultant, including our partner firms.

Which languages and countries does TARGA support?

Manuals can be published in all EU languages. For each serial number you set the countries it is shipped to, and TARGA warns you if a language required in one of those countries is missing. The public pages that buyers open from the QR code follow the language of their browser; the workspace interface is being translated, starting with English.

Are AI translations reliable for safety texts?

Machine translation is a starting point. The system flags numbers, units or signal words that differ from the source, uses your glossary and blocks publication until every segment has been approved by a person. Approvals stay in the audit log.

What happens to my documents if I stop using TARGA?

You can export everything at any time: offline browsable HTML, PDF and a manifest with fingerprints. Full export is always included in every plan.

Where is the data stored?

On servers in the European Union. Machine translation uses an external provider, with the safeguards described in the privacy notice and in the data processing agreement.

Do I need a credit card for the trial?

No. The free trial lasts 14 days and needs no credit card. At the end you decide whether to activate a plan. Published pages stay online after the trial, and your data can always be downloaded.
